change locality

Hi, I have a FZ50 with locality blocked in Japan language

I follow this instructions:

1. set the mode dial into "Program AE" mode.
2. Turn the "Power SW" on pressing "OIS" and "Upper side key" simultaneously.
3.Set the mode dial into "Plaback" mode
4.After pressing "ois" and "Upper side cross key""
5.Set the mode dial into "Program AE" mode
6.press simultaneously "ok" key and "right side" key and power off the fz50.

at this point should appear different locality, but i see only Japan.
